Eric Christopher 29449448b0 Fix some latent bugs if the nodes are unschedulable. We'd gotten away
with this before since none of the register tracking or nightly tests
had unschedulable nodes.

This should probably be refixed with a special default Node that just
returns some "don't touch me" values.

Fixes PR9427

// This implements bottom-up and top-down register pressure reduction list
// schedulers, using standard algorithms. The basic approach uses a priority
// queue of available nodes to schedule. One at a time, nodes are taken from
// the priority queue (thus in priority order), checked for legality to
// schedule, and emitted if legal.
