Duncan P. N. Exon Smith 6b9d1f9cee Verifier: Don't return early from verifyTypeRefs()
We'll no longer crash in the `verifyTypeRefs()` (used to be called
`verifyDebugInfo()`), so there's no reason to return early here. Remove
the `EverBroken` member since this was the only use!

Please see the documentation provided in docs/ for further
assistance with LLVM, and in particular docs/GettingStarted.rst for getting
started with LLVM and docs/README.txt for an overview of LLVM's
documentation setup.

If you're writing a package for LLVM, see docs/Packaging.rst for our
suggestions.
