Peter Collingbourne 7be3a60617 Re-add the autoconf rule for the docs/doxygen.cfg file.
For some reason this was not reverted when r103213 was.

At the same time, add an optional rule for clang's doxygen.cfg.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
