Owen Anderson 866ed7f63f Make the LoopRotate pass's maximum header size configurable both programmatically ... and via the command line, mirroring similar functionality in LoopUnroll. Instrumentation	[asan] properly instrument memory accesses that have small alignment (smaller than min(8,size)) by making two checks instead of one.
