comment of the API. Relaxes the behavior of TargetInstrInfo::commuteInstruction when TargetInstrInfo::findCommutedOpIndices returns false. Previously TargetInstrInfo triggered a fatal error in such situation whereas based on the comment in the API it should just return nullptr.
