Evan Cheng a0792de66c - Add TargetInstrInfo::getOperandLatency() to compute operand latencies. This ... allow target to correctly compute latency for cases where static scheduling itineraries isn't sufficient. e.g. variable_ops instructions such as ARM::ldm.
