Colin LeMahieu 8699f5390b [Hexagon] Resubmission of 220427
Modified library structure to deal with circular dependency between HexagonInstPrinter and HexagonMCInst.
Adding encoding bits for add opcode.
Adding llvm-mc tests.
Removing unit tests.
