Nick Lewycky bf8c7f0adf Move a method that creates constant ranges relative to another constant range
per icmp predicate out of predsimplify and into ConstantRange.

Add another utility method that determines whether one range is a subset of
another. Combine with the former to determine whether icmp pred range, range
is known to be true or not.

Low Level Virtual Machine (LLVM)
================================

This directory and its subdirectories contain source code for the Low Level 
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments. 

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.
