Duncan P. N. Exon Smith d3ec0ca17e Verifier: Add operand checks for MDLexicalBlock ... Add operand checks for `MDLexicalBlock` and `MDLexicalBlockFile`. Like `MDLocalVariable` and `MDLocation`, these nodes always require a scope.
