Bob Wilson ec54d6ab84 Check for terminating conditions before adding PHIs to the worklists.

This is more efficient than adding them to the worklist and then ignoring them.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
