Duncan P. N. Exon Smith ed1d6bdfbd MapMetadata: Allow unresolved metadata if it won't change ... Allow unresolved nodes through the `MapMetadata()` if `RF_NoModuleLevelChanges`, since there's no remapping to do anyway. This fixes PR22929.
