Reid Spencer f7b2de5d57 - Handle AC_CONFIG_SUBDIRS properly for existing "well known" projects
while still retaining the ability to configure unknown ones.
- Excise crud left over from when test/Projects was still part of the main
  LLVM module. These removed tests are now all in
  llvm-test/autoconf/configure.ac
