Switch-off matched 2,048 UCI records across all four levels. PVS saved 5-6% at levels 3 and 4 but hurt the weak levels, exactly as the whole-book node screen predicted. That deep-level gain is roughly 5 Elo against an 18 Elo gauntlet resolution and is too small to justify the Atari page step. Record the page as a deferred portfolio price rather than a build failure, and add the mandatory 20% whole-book pre-gate.
