make AnonymousScope no longer a INameScope as the vars are scoped to the parent subroutine.
requires to hoist all vardecls in all AnonymousScopes up to Subroutine level somewhere,
and changing all lookups that now look into the anonymousscope (no longer needed).
Do this after AstIdentifiersChecker so that we know that there are no problems with
variable name clashes.
Blocked by Commander-x16 v39 release
