Stefan ArentzandClaude Opus 4.8 619b4dd92a ROM catalog R6: built-in configs ship as .jsonc; user files may use .json or .jsonc (#344)
The six built-in configs carry comments now (R5), so ship them as
configs/*.jsonc — editors keyed off the extension treat them as JSONC instead
of flagging the comments. git mv keeps history (all renames R100), and the
BUILTINS include_str! paths + the file-reading tests move to .jsonc in
lock-step.

The loader reads config sources by path and never dispatches on the
extension, so a user's --config / --config-overlay file may use .json or
.jsonc freely. Add a commented .jsonc fixture and
jsonc_and_json_user_files_both_load to pin that (a .jsonc with comments and a
plain .json both load).

Verified: fmt/clippy clean; full suite green — including the builtin-config
load/round-trip tests against the renamed files.
