Capture the ROM-organisation idea as a living design note and a phased plan. The note inventories today's roms/ folder — five naming styles, three extensions, an exact duplicate (3410036.bin ≡ AppleII/…341-0036), size-mismatched .rom/.rom.bin Krusader pairs, and two code paths for embedding ROMs (two.rs/chr.rs statics vs config::ROM_BUILTINS) — and proposes SKU-first filenames plus one lookup table SKU → (desc, bytes). The plan sequences it after the original-//e ROMs land so the reorg happens once: R1 folder rename → R2 catalog table → R3 builtin:SKU resolver → R4 optional config migration. Docs only; no code.
