Looks like the compiler settings create an executable that doesn't work on WinXP or earlier. The v2.2.0 binary from 2007 works, and there haven't really been all that many changes, so this just adds a note about what works where.
Trying to clear up some Expression Web weirdness. Touching one thing causes many files to be updated.
Updated API with type changes. Added notes about Unicode. Looks like Expression Web 4 did a bunch of touch-ups.
