Once upon a time, NuLib2 was GPL, and NufxLib was LGPL. Two separate "COPYING" files were included, in the subdirectories. A couple of decades back, the license was changed to 3-clause BSD, replacing the contents of the files. It doesn't make sense to have two of them, and it's confusing to have them in subdirectories rather than at the top of the project. (issue #17)
