Improved testability of rascsi/rasctl/scsimon/rasdump, eliminated global fields (#960)
* Moved rascsi/rasctl/scsimon/rasdump.cpp to classes (for better testability)

* Moved bus.* to hal folder

* Removed some global variables

* Fixed code redundancies
