Adds readme related to C64 ROMs. 

Necessary for the Lorenz 6526 tests. I've no current plans to work on the C64.

Expected files:
kernal.901227-02.bin; the Commodore 64 kernel.
NB: this file is used only for a particular set of unit tests. This is not currently a Commodore 64 emulator.
