TableGen: Refactor AsmWriterEmitter to keep AsmWriterInsts.

These used to be referenced by the CGI->AWI map (in AsmWriterEmitter), but
stored in a vector local to EmitPrintInstruction. Move the vector to
AsmWriterEmitter too.
