IR: Reorder metadata bitcode serialization, NFC

Browse Source 
Enumerate `MDNode`'s operands *before* the node itself, so that the
reader requires less RAUW.  Although this will cause different code
paths to be hit in the reader, this should effectively be no
functionality change.
