- This is a simplified mechanism which just looks up a target based on the
target triple, with a few additional flags.
- Remove getClosestStaticTargetForModule, the moral equivalent is now:
lookupTarget(Mod->getTargetTriple, true, false, ...);
- This no longer does the fuzzy matching with target data (based on endianness
and pointer width) that getClosestStaticTargetForModule was doing, but this
was deemed unnecessary.

an existing file is considered an error. Convert several tools
to use raw_fd_ostream instead of std::ostream, and to use this
new option instead of doing a manual check.

- They still use the TargetMachineRegistry to populate the contents of the
-march option (via the listener interface). We can't just populate it in the
option parser because we can't expect the TargetRegistry to be populated yet
(we no longer rely on static constructors).
- There are a couple ways to finish killing off TargetMachineRegistry, but I
haven't figured out the cleanest one yet...

elimination of relinked object files, so that we can build normal

Massive check in. This changes the "-fast" flag to "-O#" in llc. If you want to
use the old behavior, the flag is -O0. This change allows for finer-grained
control over which optimizations are run at different -O levels.
Most of this work was pretty mechanical. The majority of the fixes came from
verifying that a "fast" variable wasn't used anymore. The JIT still uses a
"Fast" flag. I'll change the JIT with a follow-up patch.

Split Support/Registry.h into two files so that we have less to
recompile every time CommandLine.h is changed.

instead of requiring all "short description" strings to begin with
two spaces. This makes these strings less mysterious, and it fixes
some cases where short description strings mistakenly did not
begin with two spaces.

This is ugly, but allows a client to say:
getBytecodeModuleProvider("foo", 0);
If they do this, there is no dependency on the compression libraries, saving
