Don't attach annotations to MCInst's. Instead, have the disassembler return, and the printer accept, an annotation string which can be passed through if the client cares about annotations.

Allow the MCDisassembler to return a "soft fail" status code, indicating an instruction that is disassemblable, but invalid. Only used for ARM UNPREDICTABLE instructions at the moment.

Eliminate "const" from extern const to fix breakeage since r135184 on msvc.

MSVC decorates (and distinguishes) "const" in mangler. It brought linkage error between "extern const" declarations and definitions.
