Move cmov pseudo instructions to InstrCompiler,

convert all the rest of the cmovs to the multiclass,
with good results:

Use #NAME# to have the CMOV multiclass define things with the same names as before
...
(e.g. CMOVBE16rr instead of CMOVBErr16).
