The popc instruction is defined in the SPARCv9 instruction set
architecture, but it was emulated on CPUs older than Niagara 2.

This is far from complete, but it is enough to make it possible to write
test cases using i64 arguments.
Missing features:
- Floating point arguments.
- Receiving arguments on the stack.
- Calls.

Remove && from the end of the lines to prevent tests from throwing run
lines into the background. Also, clean up places where the same command
is run multiple times by using a temporary file.
