9aafdcf20d For PR1319: 
Upgrade to use new Tcl exec based test harness. This exposes 3 bugs that
were previously not being reported:

ff2ab4db20 New testcase, allow folding of binary operators that use PHI nodes, as long 
as the result of the binary operator is always constant.  This does not require
the PHI itself to be constant though.
