This doesn't seem ideal, perhaps we could just keep the llvm_site_cfg and have
other config (clang and clang-tools-extra) derive their site_cfg from that.
Suggestions/complaints/ideas welcome.

Based on CR feedback from r162301 and Craig Topper's refactoring in r162347
here are a few other places that could use the same API (& in one instance drop
a Function.h dependency).

Even looking at the revision history I couldn't quite piece together why this
cast was ever written in the first place, but I assume it was because of some
change in the inheritance, perhaps this function was reimplemented in a
derived type & this caller was meant to get the base version (& it wasn't
virtual)?

Based on review discussion of r158638 with Chandler Carruth, Tobias von Koch, and Duncan Sands and a -Wmaybe-uninitialized warning from GCC.

This broke in r144788 when the CodeGenOpt option was moved from everywhere else
(specifically, from addPassesToEmitFile) to createTargetMachine. Since
LTOCodeGenerator wasn't passing the 4th argument, when the 4th parameter became
the 3rd, it silently continued to compile (int->bool conversion) but meant
something completely different.
This change preserves the existing (accidental) and previous (default)
semantics of the addPassesToEmitFile and restores the previous/intended
CodeGenOpt argument by passing it appropriately to createTargetMachine.
(discovered by pending changes to -Wconversion to catch constant->bool
conversions)

I'm not sure it's really worth expressing this as a range rather than 3 specific equalities, but it doesn't seem fundamentally wrong either.

This fixes a couple of Clang warnings in release builds of LLVM:
* Missing return in ISelLowering
* Unused variable in NVPTXutil.cpp

A couple of cases where we were accidentally creating constant conditions by
something like "x == a || b" instead of "x == a || x == b". In one case a
conditional & then unreachable was used - I transformed this into a direct
assert instead.

Unify default construction of error_code uses on this idiom so that users don't
feel compelled to make static globals for naming convenience. (unfortunately I
couldn't make the original ctor private as some APIs don't return their result,
instead using an out parameter (that makes sense to default construct) - which
is a bit of a pity. I did, however, find/fix some cases of unnecessary default
construction of error_code before I hit the unfixable cases)

If someone would prefer a clear name for the 'success' error_value we could
come up with one - potentially just a 'named constructor' style
'error_value::success()' to make this expression more self-documenting. If
I see this come up in other cases I'll certainly consider it.
One step along the way to resolving PR11944.

This was suggested by Chandler Carruth on the basis of past experience with
esoteric compilers/quirks relating to signed enums.

Unfortunately I don't think there's a fix for this that will work upstream and
also satisfy Clang's -Wunreachable-code, which is a pity. But I'll give it some
more thought -perhaps there's some way out.

This will ensure LLVM and Clang build -Wswitch-enum-redundant-default (an on-by-default warning I'm about to add to Clang).

(This time I believe I've checked all the -Wreturn-type warnings from GCC & added the couple of llvm_unreachables necessary to silence them. If I've missed any, I'll happily fix them as soon as I know about them)
