Rafael Espindola 21a540abc4 Remove the IsStreamed member variable. 
Having different code paths for streamed and regular bitcode reading was a
source of bugs in the past and this defines them away.

It has a small but noticeable impact on performance. I timed running
"opt -disable-output -disable-verify" on a ltoed clang. It goes from

14.752845231 seconds time elapsed   ( +-  0.16% )

to

15.012463721 seconds time elapsed   ( +-  0.11% )

Low Level Virtual Machine (LLVM)
================================

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.

Please see the documentation provided in docs/ for further
assistance with LLVM, and in particular docs/GettingStarted.rst for getting
started with LLVM and docs/README.txt for an overview of LLVM's
documentation setup.
