Evan Cheng 439661395f Introduce MCCodeGenInfo, which keeps information that can affect codegen ...

(including compilation, assembly). Move relocation model Reloc::Model from
TargetMachine to MCCodeGenInfo so it's accessible even without TargetMachine.
