Bill Wendling 4dd9b091cc Support creating a constant pool value for a machine basic block.

This is used when we want to take the address of a machine basic block, but it's
not associated with a BB in LLVM IR.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
