Andrew Trick 4eb4e5eb22 sdsched: Use the right heuristics when -mcpu is not provided and we have no itinerary.
Use ILP heuristics for long latency instrs if no scoreboard exists.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
