Jingyue Wu a70d990f47 [NVPTX] noop when kernel pointers are already global
Summary:
Some front ends make kernel pointers global already. In that case,
handlePointerParams does nothing.

Test Plan: more tests in lower-kernel-ptr-arg.ll

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
