Dan Gohman bccfc24c4e Change PHINode::hasConstantValue to have a DominatorTree argument

instead of a bool argument, and to do the dominator check itself.
This makes it eaiser to use when DominatorTree information is
available.

Low Level Virtual Machine (LLVM)
