Reed Kotler c09856b535 Change mips16 delay slot jumps to non delay slot forms by default. 
We will make them delay slot forms if there is something that can be
placed in the delay slot during a separate pass. Mips16 extended instructions
cannot be placed in delay slots.

Low Level Virtual Machine (LLVM)
================================

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.
