Eli Bendersky ce306f9f99 Move duplicated code into a helper function (exposed through overload). There's a bit of duplicated "magic" code in opt.cpp and Clang's CodeGen that computes the inliner threshold from opt level and size opt level. This patch moves the code to a function that lives alongside the inliner itself, providing a convenient overload to the inliner creation. A separate patch can be committed to Clang to use this once it's committed to LLVM. Standalone tools that use the inlining pass can also avoid duplicating this code and fearing it will go out of sync. Low Level Virtual Machine (LLVM)
================================

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.

Please see the documentation provided in docs/ for further
assistance with LLVM, and in particular docs/GettingStarted.rst for getting
started with LLVM and docs/README.txt for an overview of LLVM's
documentation setup.
