T. Joseph Carter eb6ace7850 Remove a2cCmpInstalled, it's obsolete

We aren't actually using a2cCmpInstalled, and we shouldn't start.  If we
need this functionality, look at RasppleII/a2server 2b52ad8 for the
right way to do it.
