Andy McFadden 8f9ebfdc2e Update build for VS 2026 ...

The build tools are explicitly specified, and the "retarget solution"
feature didn't work, so the tools have been manually updated from v143
to v145.

Also, WindowsTargetPlatformVersion got added to the properties for all
projects for some reason.
