Cross-compiled on macOS with mingw-w64. Drop into a Wine/Whisky bottle
alongside Cyrene.exe to test the IPC bridge on Mac.

Implements a jace.ipc package with a TCP server (port 57867) that
speaks the Cyrene/KEGS snapshot protocol, allowing the real Cyrene.exe
Apple IIgs debugger to attach to Jace and inspect Apple IIe state
(65C02 registers, 128KB RAM, soft switches, video).
Also adds tools/JaceIPCShim/JaceIPCShim.c — a ~550-line Win32 C shim
that bridges Cyrene's WM_COPYDATA IPC to the TCP server on Windows.
Build with: gcc -o JaceIPCShim.exe JaceIPCShim.c -lws2_32 -luser32 -mconsole
Use: cyrene start (or cy start) in terminal mode to enable the server.
End-to-end testing requires Windows + Cyrene.exe — Java side is fully
tested (32 tests) but the shim cannot be tested on macOS.
