Andy McFadden 27bcfcc8d6 Consolidate license info
Once upon a time, NuLib2 was GPL, and NufxLib was LGPL.  Two separate
"COPYING" files were included, in the subdirectories.  A couple of
decades back, the license was changed to 3-clause BSD, replacing the
contents of the files.

It doesn't make sense to have two of them, and it's confusing to have
them in subdirectories rather than at the top of the project.

NuLib2

NuLib2 is a command-line file archiver for Apple II archives. It can operate on ShrinkIt and Binary II files (.shk, .sdk, .bxy, .bse, .bny, .bqy).

NufxLib is a library of code that supports ShrinkIt archives. It's used by NuLib2 and CiderPress.

A pre-built NuLib2 binary is available for x86 Windows. For Linux and Mac OS X systems, you can download the source code and build it.
