Bob Wilson a97f02c40c Remove the install-clang-c makefile target.
When I did this before it broke a buildbot that was testing that target, but
we've removed that buildbot now.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
