The dwarf FPR numbers are supposed to have the order F0, F2, F4, F6,
F1, F3, F5, F7, F8, etc., which matches the pairing of registers for
long doubles. E.g. a long double stored in F0 is paired with F2.

This just adds the basics necessary for allocating the upper words to
virtual registers (move, load and store). The move support is parameterised
in a way that makes it easy to handle zero extensions, but the associated
zero-extend patterns are added by a later patch.
The easiest way of testing this seemed to be add a new "h" register
constraint for high words. I don't expect the constraint to be useful
in real inline asms, but it should work, so I didn't try to hide it
behind an option.

The only thing this does on its own is make the definitions of RISB[HL]G
a bit more precise. Those instructions are only used by the MC layer at
the moment, so no behavioral change is intended. The class is needed by
later patches though.

Use subreg_hNN and subreg_lNN for the high and low NN bits of a register.
List the low registers first, so that subreg_l32 also means the low 32
bits of a 128-bit register.
Floats are stored in the upper 32 bits of a 64-bit register, so they
should use subreg_h32 rather than subreg_l32.
No behavioral change intended.

GPR and FPR constraints like "{r2}" and "{f2}" weren't handled correctly
because the name-to-regno mapping depends on the value type and
(because of that) the internal names in RegStrings are not the
same as the AsmName.
CC constraints like "{cc}" didn't work either because there was no
associated register class.

NOTE: If this broke your out-of-tree backend, in *RegisterInfo.td, change
the instances of SubRegIndex that have a comps template arg to use the
ComposedSubRegIndex class instead.
In TableGen land, this adds Size and Offset attributes to SubRegIndex,
and the ComposedSubRegIndex class, for which the Size and Offset are
computed by TableGen. This also adds an accessor in MCRegisterInfo, and
Size/Offsets for the X86 and ARM subreg indices.

This adds the actual lib/Target/SystemZ target files necessary to
implement the SystemZ target. Note that at this point, the target
cannot yet be built since the configure bits are missing. Those
will be provided shortly by a follow-on patch.

The reserved R14-R15 are always saved in the prolog, and using CSRs
starting from R13 allows them to be saved in one instruction.

This simplifies many of the target description files since it is common
for register classes to be related or contain sequences of numbered
registers.
I have verified that this doesn't change the files generated by TableGen
for ARM and X86. It alters the allocation order of MBlaze GPR and Mips
FGR32 registers, but I believe the change is benign.

Note that this actually changes code generation, and someone who
understands this target better should check the changes.
- R12Q is now allocatable. I think it was omitted from the allocation
order by mistake since it isn't reserved. It as apparently used as a
GOT pointer sometimes, and it should probably be reserved if that is
the case.
- The GR64 registers are allocated in a different order now. The
register allocator will automatically put the CSRs last. There were
other changes to the order that may have been significant.
The test fix is because r0 and r1 swapped places in the allocation order.

were overspecified when inheriting sub-subregisters, for instance:
R0Q:subreg_even32 = R0Q:subreg_32bit = R0Q:subreg_even:subreg_32bit.
This meant that composeSubRegIndices(subreg_even, subreg_32bit) was ambiguous.

are - in lexicographical order by name.

This brings us closer to being able to remove the explicit SubRegIndex
